Hokuriku Electric Power Company operates the Shika Nuclear Power Plant in Ishikawa Prefecture, Japan. The utility has been cited for significant safety failures at this facility, including a failure to report a criticality accident. In 1999, during a test at the Shika-1 reactor, control rods were inadvertently withdrawn, leading to an uncontrolled nuclear chain reaction that lasted approximately 15 minutes. The company did not report this incident to regulators until 2007, eight years after it occurred. This failure to disclose a serious nuclear event represents a profound breach of regulatory responsibility and transparency, with potential implications for environmental and public safety. The prolonged concealment prevented a timely assessment of any radiological release or environmental impact from the incident.
