The company is a designated potentially responsible party for the cleanup.
A separate pattern of regulatory violations is documented in a 1996 enforcement action, *United States v. Hoechst Celanese Corp.* The United States alleged thousands of violations of the Benzene Leaks National Emission Standards for Hazardous Air Pollutants at the company's facilities between June 1986 and August 1992. The government contended the company violated virtually all leak detection and repair requirements under the regulation.
