Clal Insurance provided loans and insurance for 516 housing units across five settlements in 2020 alone. Named projects: 164 units in Karnei Shomron, 106 units plus a commercial center in Efrat, 80 units in Kiryat Arba, and 110 units in Ariel. The construction company Bar-Amana executing these projects is owned by the settlement movement Amana.
Clal Insurance financed Israeli military base construction and holds 5%+ equity stakes in Ashtrom, Electra, Formula Systems, and Shapir — all of which have documented roles in settlement construction. Clal also invested in Cellebrite, whose surveillance technology is used against Palestinian activists.
