Conflict & War Zones

Israeli subsidiary Readymix Industries provided concrete for construction of Israel's separation wall, military checkpoints, and settlement infrastructure in the occupied West Bank. Operated manufacturing plants in Atarot and Mishor Adumim settlement industrial zones and held a 50% stake in the Yatir quarry in the occupied West Bank.

Environmental Damage

CEMEX and its subsidiaries have accumulated over 690 penalty records in the United States since 2000, with levied fines exceeding $54 million, documented by ViolationTracker. The majority stem from Clean Air Act and Clean Water Act violations, with facilities emitting dangerous levels of particulate matter and industrial pollutants. The company has been fined repeatedly for failing to control hazardous waste and toxic emissions from cement kilns. Nearly 600 workplace safety violations have been enforced by OSHA and MSHA. CEMEX was previously excluded by NBIM in 2015 for extraction operations in the occupied West Bank.

Cemex operates in Israel through its wholly-owned subsidiary Readymix Industries (Israel) Ltd. While Cemex sold two concrete plants in Atarot and Mishor Edomim industrial zones in January 2022 to Future Concrete Ltd, Who Profits (2023-2025) and International Socialist League (2025) documented that Readymix continues to purchase concrete from these same plants to supply construction sites in illegal settlements such as Gilo in East Jerusalem. Cemex's subsidiary Lime & Stone Production Company continues to hold a 50% interest in the Yatir Quarry, located beyond the Green Line, extracting Palestinian natural resources for Israeli use. Listed in UN Database of Business Enterprises involved in settlement activities (A/HRC/60/19, Sept 2025).
