Ecopetrol, Colombia's state-controlled oil company, has been the subject of multiple, serious allegations of complicity in human rights violations connected to its operations. These allegations, documented by human rights organizations and reported to bodies like the Inter-American Commission on Human Rights, include the company's alleged role in creating conditions for extrajudicial killings, torture, and intimidation of activists and community leaders in areas where it operates. More than 20 complaints have been filed with the IACHR specifically citing human rights violations caused by Ecopetrol's activities.

The accusations are not isolated to a single incident but point to a pattern of harm. Reports detail cycles of intimidation and violence suffered by activists who oppose oil projects, including in the Arauca region where a human rights defender was murdered. The company has faced formal challenges over its human rights record for more than a decade, with allegations linking state security forces protecting Ecopetrol infrastructure to massacres. While the company has acknowledged internal security protocol violations, the broader allegations of its complicity in grave abuses by external actors remain a persistent feature of its operational footprint.

Ecopetrol S.A. is Colombia's national oil company, deriving the vast majority of its revenue from the exploration, extraction, and production of crude oil and natural gas. In 2023, the company reported production of over 700,000 barrels of oil equivalent per day, with its operations concentrated in onshore and offshore basins across Colombia.

The company's core upstream activities have been linked to significant environmental and human rights concerns. Reports from human rights and environmental organizations document allegations of land grabbing, community displacement, and environmental degradation associated with oil extraction and pipeline projects. These operations have also been connected to allegations of involvement with paramilitary activities in conflict-affected regions of Colombia.

Environmental Damage

Ecopetrol S.A. is Colombia's national oil company, with its core business focused on the exploration, production, and transportation of crude oil and natural gas. Its operations are concentrated in ecologically sensitive regions, including the Magdalena Medio valley and the Amazon foothills, where oil extraction and pipeline infrastructure have been linked to significant environmental damage.

The company has a documented history of major oil spills and contamination incidents. In 2018, a pipeline operated by Ecopetrol spilled an estimated 550 barrels of crude oil into the Lizama River, a tributary of the Magdalena River, causing extensive contamination of water sources and killing wildlife. This incident was investigated by Colombia's National Authority for Environmental Licenses. Further, Ecopetrol has been linked to land degradation and deforestation in areas of operation, with environmental groups reporting habitat destruction and soil contamination that impact local ecosystems and agricultural communities. These operations have also raised health concerns in adjacent communities due to potential exposure to pollutants.

While Ecopetrol reports on some environmental metrics, its business model remains fundamentally tied to fossil fuel extraction in regions with high biodiversity. The pattern of spills and documented ecological harm places it within a category of companies causing direct physical environmental damage, distinct from the climate impact of its product emissions.
