Fomento Económico Mexicano S.A.B. de C.V. (FEMSA) is a major bottler and distributor of Coca-Cola products across Latin America and a significant operator of OXXO convenience stores. Through its OXXO retail chain, FEMSA is a primary retail channel for tobacco products in Mexico. OXXO stores are ubiquitous, with thousands of locations nationwide, making them a critical point of sale for cigarettes and, historically, for vaping products. The company's business model is materially linked to the distribution and sale of addictive nicotine products.

In June 2022, Mexican President Andrés Manuel López Obrador signed a decree banning the distribution and sale of electronic cigarettes and heated tobacco products. This ban was subsequently reinforced by lawmakers in December 2025, with legislation imposing penalties of up to 8 years in prison for commercial suppliers. FEMSA, as a dominant convenience retailer, was directly impacted by this prohibition on a segment of nicotine products it previously sold. The company derives significant revenue from its role in the tobacco supply chain, distributing products that are the leading cause of preventable death globally.
