Fortrea Holdings Inc. operates a contract research organization that conducts animal testing for pharmaceutical and biotechnology clients. The company’s business model is built on providing preclinical testing services, which inherently involves the commercial use of animals.

In 2016, the U.S. Department of Agriculture cited Fortrea for four violations of the Animal Welfare Act and levied a $31,500 fine after 13 cynomolgus monkeys died from hyperthermia in overheated rooms. This incident was part of a documented pattern; between 2018 and 2023, activist groups cited the company’s facilities in connection with over 100 animal deaths attributed to negligence. The 2016 penalty and the subsequent record of violations demonstrate a systemic failure in animal welfare oversight within its testing operations.
