Its operations have been linked to significant environmental damage, including groundwater contamination and the destruction of local ecosystems. In the Bhavnagar lignite mining area, villagers have reported that fruit-bearing trees like jamun and mango are withering due to groundwater pollution, directly linking mining activity to the degradation of agricultural and natural resources.

Specific projects have faced formal opposition and allegations of legal violations. At a public hearing for a proposed lignite mining project in Valia, environmental concerns and legal violations were flagged by multiple stakeholders, underscoring recurring conflicts between GMDC's industrial projects and community and ecological welfare. Furthermore, an environmental audit report from 2013 concerning the Adani project in Mundra—a major industrial zone where GMDC is a key supplier of lignite—provided what was termed "incontrovertible evidence" of mangrove destruction, creek blocking, and non-compliance with clearance conditions, illustrating a pattern of regulatory failure and direct habitat destruction associated with the region's mining-linked infrastructure.

Its core business includes the mining and sale of lignite, a low-grade, high-moisture coal. The company operates multiple lignite mines, including the Tadkeshwar, Mata-no-Madh, and Rajpardi projects, and derives a substantial portion of its revenue from this fossil fuel. Lignite is a primary fuel source for thermal power generation in the state.

The company's operations have faced opposition from local communities and environmental groups. For example, its proposed lignite mining project in Valia has been contested by tribal communities who have raised concerns over environmental damage and legal violations. GMDC continues to pursue new mining projects and expansion of existing ones, indicating an ongoing commitment to fossil fuel extraction rather than a transition plan. As a state-owned entity focused on mineral development, its business model is centrally tied to the extraction and sale of lignite.

Coal Operations

Gujarat Mineral Development Corporation Limited (GMDC) is a state-owned mining company and India’s leading producer and merchant seller of lignite, a low-grade form of coal. The company operates multiple lignite mines, including the large Mata-No-Madh and Rajpardi operations, which form the core of its business activity.

The company’s operations have been central to regulatory and legal controversies in India’s coal sector. In 2015, the Supreme Court of India hauled up the state of Gujarat for non-cooperation with a Central Bureau of Investigation probe into coal block allocations, specifically regarding two deallocated blocks allotted to GMDC. The company was also involved in litigation to quash a 2012 order invoking a bank guarantee related to a coal block. More recently, in 2025, the Competition Commission of India closed an investigation into alleged cartelization and bid-rigging in coal block auctions from 2015 and 2023, a probe in which GMDC was named.

GMDC has announced no plans to phase out its lignite mining operations. Its corporate materials continue to promote its status as the country’s number one lignite seller, indicating coal remains its primary business activity.
