EPA $48M consent decree for Olin Chemical Superfund Site in Wilmington, MA; legacy chemical contamination requiring extensive excavation and offsite disposal of contaminated soil; also cited for high-priority Clean Air Act violations at Texas chlor-alkali and ammunition manufacturing facilities; pattern of multi-site environmental enforcement across chemical operations
Olin Corporation’s Winchester division is a leading manufacturer of small arms ammunition for military and law enforcement customers. The company’s product line includes purpose-built military cartridges such as 5.56mm, 7.62mm, and .50 caliber rounds, which are standard-issue for U.S. and allied armed forces. In 2018, the U.S. Army awarded Olin a contract to produce these small caliber ammunition cartridges, and the company has been tapped for other defense contracts, including a $51.1 million award for the same product lines.
While Olin also serves commercial and sporting markets, its specialized production for military applications and its recurring role as a U.S. Department of Defense contractor place the company within the military-industrial supply chain. The manufacture of small arms ammunition meets the exclusion threshold for purpose-built munitions, as these products are designed specifically for warfare and law enforcement use.

The Naughty List
A digest of changes to our exclusion list — new additions, removals, and the evidence behind them. We review the list continuously as new evidence surfaces.
Companies appear on our exclusion list based on our investment judgment — not because they've done anything illegal. This is a difference of values and opinion, not an accusation of wrongdoing. Exclusion does not constitute a recommendation against investing in any company, and absence from the list does not constitute a recommendation to invest.
