Human rights organizations and members of the U.S. Congress have documented and protested PayPal’s discriminatory market access policies. In 2021, dozens of organizations called on PayPal to end its denial of services to Palestinians in the occupied territories, while the company continued to offer its platform in Israeli settlements. Eleven members of Congress reiterated this demand in 2023, highlighting the disparate access to the digital economy.
