PayPal Holdings Inc operates a global online payments platform that provides services in Israel, including in Israeli settlements in the occupied West Bank. The company’s services are available to settlers and businesses operating in these territories, which are considered illegal under international law. AFSC Investigate lists PayPal among companies that service illegal settlements and military bases in the occupied West Bank.

Human rights organizations and members of the U.S. Congress have documented and protested PayPal’s discriminatory market access policies. In 2021, dozens of organizations called on PayPal to end its denial of services to Palestinians in the occupied territories, while the company continued to offer its platform in Israeli settlements. Eleven members of Congress reiterated this demand in 2023, highlighting the disparate access to the digital economy. This dual policy facilitates economic activity in settlements while restricting Palestinian development.

The company's own corporate sustainability materials acknowledge the importance of operating responsibly but do not detail a specific policy for conflict zone operations.
