Rosneft is one of the world’s largest publicly traded oil and gas companies by production volume, with operations spanning exploration, production, refining, and marketing. In 2024, it was among a group of 32 mostly state-owned fossil fuel companies linked to generating half of all global carbon dioxide emissions for the year, according to a 2026 analysis. The company’s core business remains the extraction and sale of hydrocarbons, with no announced plan to phase out or significantly reduce its fossil fuel production.
While Rosneft publishes sustainability reports and states a commitment to reduce greenhouse gas emissions, its decarbonization strategy relies heavily on increasing natural gas production and improving operational efficiency rather than transitioning away from fossil fuels. Independent assessments, such as a 2020 analysis from Carbon Tracker, indicate that even when accounting for the production of its former strategic partner BP, the combined entity’s commitments would amount to only a 27 percent decline in output, failing to align with Paris Agreement pathways. The company’s climate targets exclude the vast majority of emissions that occur when its products are burned by customers (Scope 3), which constitute the primary climate impact of an integrated oil and gas producer.
