Documented complicity in serious human rights violations that do not fit a more specific code — extrajudicial killings, torture, mass displacement, or systematic deprivation of fundamental rights. This is a high-severity catch-all for conduct that crosses the threshold of international human rights law. Use a more specific code when one fits (forced_labor, conflict_zones, occupied_territories, indigenous_rights).
