Property & Ownership

Freehold ownership: Yes Mechanism: 1) Obtain a Greek tax registration number (AFM); 2) Open a Greek bank account; 3) Engage a notary and lawyer (required by law); 4) Sign a preliminary contract (προσύμφωνο) with deposit; 5) Execute the final notarial deed (συμβόλαιο); 6) Register at the Land Registry (Κτηματολόγιο) and pay transfer tax (3% of assessed value). Restricted zones: Foreigners from non-EU countries face restrictions on purchasing property in designated border zones near Turkey, Bulgaria, and along certain island coastlines (military-strategic areas). Consult a Greek lawyer before purchasing in island or northern border regions. Recent changes: Golden Visa real-estate thresholds were substantially increased in 2023–2024 (see below). Standard property purchase rules for non-Golden-Visa buyers are unchanged.

Visa & Residency Options

Digital Nomad Visa (remote work residence permit)

  • Min income: €3,500/month net from foreign employer or clients (approx. $3,800 at current rates); €7,000/month for accompanying family
  • PR path: Does not directly lead to permanent residency; holders may convert to another residence permit after meeting 5-year continuous legal residence requirement
  • Initial permit is issued for 1 year; renewable for up to 2 additional years. Employment for Greek employers or clients is not permitted. Verify current income documentation requirements with the Greek Consulate or Ministry of Migration before applying.

Financially Independent Person residence permit

  • Min income: Approximately €2,000–2,500/month demonstrated through passive income (pensions, investments, rental income); no fixed statutory minimum — consulate discretion applies
  • PR path: Eligible for permanent residency after 5 years of continuous legal residence in Greece
  • Historically less structured than Portugal’s D7; approval rates vary by consulate. Requires proof of private health insurance and stable accommodation. Confirm current thresholds and documentation with the Greek Consulate before applying.

Golden Visa (investor residence)

  • Investment: Real estate thresholds vary by location — €800,000 in Attica region (including Athens), Thessaloniki, Mykonos, Santorini, and other high-demand islands; €400,000 in lower-demand regions. Alternative routes: €500,000 in Greek company shares, government bonds, or real estate investment funds; €800,000 in Greek sovereign bonds.
  • PR path: After 5 years of holding the Golden Visa (minimum physical presence required — confirm current rules), eligible to apply for permanent residency. Citizenship eligibility requires meeting standard naturalization criteria (generally 7 years for non-EU nationals).
  • Greece’s Golden Visa requires minimal physical presence (historically ~7 days/year) to maintain; verify current requirements with an immigration attorney. Real estate thresholds were raised significantly in 2023; confirm current figures before any investment decision.

Schengen short-stay (tourist/business)

  • PR path: Short-stay does not lead to residency
  • Americans are currently visa-exempt for up to 90 days within any 180-day Schengen period. ETIAS pre-travel authorization will be required once the system launches (expected 2025–2026); check current requirements before travel.

Social Security & Tax

SSA benefits portable: Qualified Totalization agreement: Yes — the US–Greece Social Security Agreement has been in force since 1994. It eliminates double Social Security taxation for Americans working or retiring in Greece and coordinates benefit eligibility between the two systems.

Non-dom flat tax regime: Greece offers a flat annual tax of €100,000 on all foreign-source income for qualifying new tax residents who transfer their tax domicile to Greece and have not been Greek tax residents in the prior 7 of 10 years. This is generally relevant only to high-net-worth individuals; typical retirees drawing Social Security and modest pension income will likely pay less under standard progressive rates.
